Government Shutdown Averted
All signs show that later, by the time you receive this email, Congress will have averted a government shutdown. Earlier this week, Minority Leader Schumer had announced Democratic senators would not immediately help Republicans by advancing their six-month bill. He wanted the Senate to pass a shorter, one-month extension to buy more time. However, he took to the Senate floor late Thursday evening and announced he would back Republicans’ six-month government funding proposal.
SBA Nominees’ Hearing This Week
This week, the Senate Small Business and Entrepreneurship Committee held a hearing to consider the pending nominations of William Briggs to be Deputy Administrator of the Small Business Administration and Dr. Casey Mulligan to be Chief Counsel for Advocacy at the Small Business Administration. (1:05:51) During the hearing, Deputy Administrator Nominee “Bill” Briggs spoke about what he believes the core mission of the SBA is: access to capital, contracting, counseling small businesses to grow, and disaster response. He elaborated on how SBA can and should do these areas well. He said SBA does not do well in direct lending, voter registration efforts, and picking winners and losers. He said his focus will be the top four areas and making sure these programs are available and accessible to all Americans.
(1:33:25) During the hearing, Chief Counsel for Advocacy Nominee Dr. Casey Mulligan shared how the research will be a priority, and he will ensure that statistics are the best, up-to-date, and reflect the current situation.
SBA Administrator Loeffler Announces Made in America Manufacturing Initiative
This week, U.S. Small Business Administration (SBA) Administrator Kelly Loeffler announced the launch of the Made in America Manufacturing Initiative, a new effort aimed at revitalizing U.S. manufacturing and strengthening national security. Loeffler explained how this initiative aligns with President Trump’s economic agenda to create well-paying jobs, secure supply chains, promote fair trade, and reignite the blue-collar surge in the job market. In addition, SBA’s new initiative has the potential to empower small manufacturers by providing resources, funding opportunities, and policy support to ensure their success in a competitive global market.
As part of the Made in America Manufacturing Initiative, the SBA will:
- Cut $100 billion in regulation through the Office of Advocacy, which is empowered by law to work across federal agencies to identify and eliminate rules, policies, and procedures that disproportionately burden small businesses and manufacturers.
- Launch a Red Tape Hotline for small business owners and manufacturers to share feedback and submit onerous regulations for review.
- Deploy the newly announced Office of Manufacturing and Trade to offer small manufacturers dedicated resources and training in partnership with SBA field offices across the country.
- Reduce barriers to access for the 504 loan program, a zero-subsidy program which provides capital for real estate, construction, and equipment purchases. Zero-subsidy means the program operates without ongoing taxpayer funding and is sustained by borrower and lender fees.
- Expand the use of the 7(a) Working Capital Pilot program, which provides financing to fund inventory purchases and export-related expenses for international markets.
- Promote a skilled manufacturing workforce by partnering with agencies, trade schools and private sector stakeholders to create a pipeline of skilled workers to support manufacturing.
- Support President Trump’s manufacturing agenda, including tariffs to restore fair and reciprocal trade, tax cuts on domestic production, and 100% expensing retroactive to Jan. 20, 2025, for manufacturers.
